I would like to see our community remain a volunteer Property Owners Association (POA) to limit unnecessary regulation on our personal properties. My main priority is ensuring that our parks are properly maintained and responsibly managed.
I believe our community can run smoothly with open communication and a willingness to listen to all members.

paddling the rivers in this area for 15 years prior to becoming a full-time resident of Three Rivers
Estates in 2022. I am a single Mom who left South Florida for a better place to raise my youngest
daughter who is a straight A student at Fort White Middle School. Coming to this community, I
purchased with the understanding that we were not a HOA but a voluntary POA with the dues
being explicitly used for maintenance of the parks. I left South Florida to get away from
controlling HOAs and people telling us what we can do with MY property. My intent with
running for the board is to do my very best to keep our community a voluntary POA as it was
meant to be.
Prior to moving to Fort White, I spent 20+ years as an Office Manager, Collateral Manager,
Logistics Coordinator, Title Clerk and Account Executive running multiple different automotive
type businesses. I have extensive experience dealing with multiple different state and local
agencies.
I look forward to speaking with you all and answering any questions you may have.

What I envision for the future of Three Rivers:

I have been part owner or full owner of a business since my early 20's. I look forward to serving the community with the business mindset that I have.
My vision for the community is very simple. Here are the major points
Thank you for your time and your consideration to be apart of our neighborhood community & for letting your voice be heard.

A couple years ago, I purchased a commercial property in town, and developed The Collective: Food Yard and garden.
I believed local businesses needed a hub to setup their locally owned businesses.
And so I created a place for them to grow.
I believe in standing up for what's right.
My partner(Alexander Veiga) and I actively battled the town of Fort Whites EX leadership, thru a years long lawsuit, and successfully won.
I am not satisfied with TREPOS current leadership.
The division in our community is a symptom of poor leadership, and we ALL deserve better.

I would like to see the dues brought back down to an affordable cost, especially those on fixed income. I would like to take full advantage of all those willing to volunteer to help maintain and repair our parks, eliminate unnecessary spending and help establish full transparency between the board and property owners.
Apart for owning and running a local business in town (The Collective: Food Yard & Garden), I manage a family business where I oversee the day to day operations of the company, its sales and financials reports.

We live in a community with so many talented people from all walks of life. Together, we can rebuild the sense of community that brought us all here.
My main issue is transparency — it's needed now more than ever.
I am strongly against becoming an HOA and I do not support hiring an outside management company. I also oppose raising the dues. We should be working within our budget and getting back to something that worked in the past: volunteering.
Finally, I believe TREPO should remain a voluntary association. If someone wants to use the parks, they can choose to pay for a key — but no one should be forced to join or threatened with liens.
This is our community — and it’s time we took it back, together.

My name is Pam, and I am well into my retirement years and thoroughly enjoying the

On October 16, 2020, I started the Three Rivers Gardening Community as a place for
happy people to share plants and ideas. Only about gardening; a place to step back
from politics and other division and just enjoy where we live. I think the group is still
doing just that.
In 2022, I designed a couple of the last newsletters for TREPO that were still being
printed and mailed to members.
I also served on the elections committee and developed the forms and pre-election
newsletter. I assisted in counting the votes. In the next election, myself and others on
the 2022 committee, assisted the supervisor of elections staff to ensure a fair process.
I would like your vote for me so that I can run for:
- Fairness for All
- Transparency in all
- More Spending in the Parks
- Less Spending Elsewhere
I hope to achieve everything with input, participation, and support from the members.
A little about me personally: I grew up on the Suwannee in White Springs and then
moved South. I lived in High Springs for 25 years, then in Alachua and Gainesville. I got
married, joined my local church, went to college, and enjoyed a 33-year career as a
Graphic Designer at Santa Fe College. I was responsible for designing signage, print
media, advertising, and everything in between that the college needed for marketing. I
started as a student and ended my career as the senior designer. I served on many
Santa Fe committees, for Santa Fe March of Dimes and United Way, and was chair of
a statewide Marketing and PR commission for 2-year colleges (AFC) in 2005.
I have experience working with diverse, and sometimes contentious people, and being
well known for mediating difficult issues while always maintaining professional courtesy.

My name is John Finley, and my family has been part of the Three Rivers Estates community since 1995, when I was just a young boy. Growing up, I spent countless hours enjoying our beautiful waterways, neighborhood parks, and the natural surroundings that make this area so special. As a teenager, I often fished the rivers and spent time with friends in the local parks, developing a deep appreciation for the land and the community that shaped me.
As an adult, I always dreamed of settling down in the same area where I was raised. In 2012, my wife and I purchased our home and property here, where we have raised our son since he was two years old. Over the years, we have witnessed many changes within the community and remain committed to preserving its charm, safety, and natural beauty for future generations.
I am running for a position on the Property Owners Association Board to help ensure that our parks remain safe, well-maintained, and welcoming for all families. I believe in honoring our community’s bylaws and traditions while also working together to make decisions that reflect the best interests of all property owners. My goal is to help keep Three Rivers Estates a place we are all proud to call home—now and for generations to come.
I take great pride in helping maintain and improve our community parks and waterways. Over the years, I have volunteered my time to assist with the upkeep of our parks, and our community as a whole ensuring they remain safe and accessible for everyone to enjoy. I believe that caring for our shared spaces is a responsibility we all share as residents, and I enjoy working alongside neighbors to preserve the natural beauty and functionality of our parks. Contributing to these efforts allows me to give back to the community that has given so much to my family while helping ensure future generations can continue to enjoy all that Three Rivers Estates has to offer.
I would like to see continued improvements in park maintenance and community engagement throughout Three Rivers Estates. Our parks are the heart of our neighborhood—places where families gather, children play, and neighbors connect. By keeping these spaces clean, safe, and well-maintained, we preserve the natural beauty that makes our area unique. I also believe stronger community engagement can bring us closer together and encourage more residents to take part in caring for our shared spaces. Whether through organized clean-up days, community events, or open communication with the board, I want to help create an environment where everyone feels valued, involved, and proud to call Three Rivers Estates home.
Through my experience in public service with our local sheriff's office, I’ve developed strong skills in listening, communication, and collaboration—qualities that are essential for serving effectively on the board. In addition, I have owned and operated two businesses, which has given me valuable experience in budgeting, planning, and making responsible financial decisions. Managing my own businesses has taught me the importance of organization, accountability, and building strong community relationships. I believe these skills will help me contribute to the continued growth and success of our community while ensuring that resources are used wisely and fairly for all property owners.
I care deeply about this community and want to ensure it continues to be a place where families can thrive. Three Rivers Estates has always been more than just a place to live—it’s a community built on respect, connection, and shared appreciation for the natural beauty that surrounds us. I’m dedicated to preserving that sense of pride and belonging by supporting efforts that keep our parks safe, our environment protected, and our neighborhoods welcoming to all. My goal is to help foster a strong, family-oriented community where current and future generations can continue to enjoy the same peaceful and friendly atmosphere that has made this area so special for so many years.

I served honorably in the United States Navy and was discharged after completing my service. I went on to work at Trident Refit Facility, a submarine repair facility, where I completed a full 40-year career in government service as both an inside and outside machinist.
I finished my career as a Quality Assurance Inspector, responsible for ensuring the safe repair of nuclear submarines—a position that required strict attention to detail, responsibility, and accountability.
After retiring, my wife and I moved from Jacksonville, Florida, and found a wonderful home just outside of the TREPO area. We quickly fell in love with the peaceful setting, natural surroundings, and the many amenities TREPO offers. We’ve met some great people in the community and felt inspired to invest further by purchasing a parcel of property, so we could become fully involved and take advantage of all TREPO has to offer.
We previously lived in an HOA subdivision in Jacksonville, and it was an absolute nightmare. Because of that experience, we are strongly opposed to the idea of TREPO becoming a mandatory HOA.
We value community, freedom, and the voluntary nature of the Property Owners Association, and we want to help preserve that for all residents.
